STAGE 1
Submitting an Application for Registration
The Application for Registration must be submitted to the OFIC together with the necessary documentation before starting work on the project.
If the application is approved by the Romanian Film Commission, the applicant will receive a Certificate of Eligibility, confirming the maximum amount of the incentive for which he/she is eligible.
Within 60days after the Eligibility Certificate is issued, the activity must start and the first eligible expenditure must be incurred. The exact starting date of the activity must be reported to OFIC.Filming in Romania must start within 9 months from the issuance of the Eligibility Certificate. The exact start date of filming must be reported to OFIC.The applicant must submit monthly reports to OFIC detailing the expenses incurred in Romania.
The Certificate of Eligibility may be revoked by the Film Commission if any of the above three requirements are not met or if for 6 consecutive months no expenses are reported.

Once the project has been implemented, the applicant must submit a Financing Request, together with the necessary documentation.
The Grant Application must be submitted within 60 working days after the last day of activity in Romania (principal filming or other activities with eligible expenses), but no later than November 1, 2026.
If the application is approved by the Film Commission, OFIC will carry out a final check to confirm eligibility.
If all checks are in order, OFIC and the applicant will sign a Funding Agreement, which will set out the financial terms and conditions.
The Funding Agreement may be revoked by the Film Commission at any time if the applicant or the project no longer meets the eligibility criteria.
The Grant Agreement and the Eligibility Certificate are not transferable to third parties.

The Applicant must submit the Request for Payment within 9 months after the signature of the Financing Agreement, but no later than November 1, 2028.
The Payment Application must be accompanied by an audit report certifying all eligible costs of the project.
If the Payment Application is approved by the Film Commission, OFIC will conduct a final review to confirm eligibility.
If all checks are in order, payment will be made within 120 days of the approval decision.
Delivery of the Final Cultural Product
A copy of the completed cultural product must be provided to OFIC within 5 years of the last day of filming.
If the applicant fails to comply with this requirement, the Financing Agreement will be revoked and any state aid already paid will have to be repaid together with interest.
